International Consultation Invitation on Urban Design of
Commercial Island and Business Island in Bihai Area, Center Baoan District Shenzhen

1、项目背景
1、Background

本项目位于深圳市宝安中心区碧海片区内,是碧海片区商业、商务功能的核心区和城市更新优先发展引导区,同时也是碧海片区的标志性地区。
The project is located in Bihai Area, Center Baoan District Shenzhen, as the heart of commercial and business functions, the project site is served as a prime area for city update and development, also a landmark in Bihai Area.
最新编制的《深圳市宝安中心区碧海片区城市》提出碧海片区发展目标:与滨海片区一体化发展,构建宝安中心区滨海片区的复合功能拓展区,并成为深圳西部CAA中央活力区(Central Activity Areas)的一个重要组成部分;建设区域商业岛、商务岛,打造成为珠江东岸经济发展带和深圳城市发展西轴上一个重要区域性高端服务业多元集聚区。凸显了商业岛与商务岛在片区的重要性。
The latest "Urban Design Plan of Bihai Area, Center Baoan District Shenzhen" provides the directions of development of Bihai Area: to integrate and share development with coastal area, to be a multi-purpose zone in coastal area of Center Baoan District, and gradually become an important part of Western Shenzhen CAA District (Central Activity Areas); make the commercial island and business island to be built up attract concentrated colorful high-end services in Eastern Pearl River Economic Development Area and western axis of Shenzhen’s urban development. The significance of Commercial Island and Business Island is highlighted.
碧海片区目前为高现状区,除少量新建居住小区外大部分用地为旧城、旧村、旧厂用地,基本已无土地储备。此次规划希望通过重点地段---商业岛及商务岛建设,发挥轨道交通的带动作用,通过城市更新带来片区的“空间释放”,使碧海片区商业岛及商务岛成为西乡城市更新的示范区之一。
Most spaces in Bihai Area keep old looks, most of areas are covered by old city, old village, old factory apart from a small amount of new residential buildings, and there are few land reserve. This planning is expected to realize “space freedom” through construction of Commercial Island and Business Island under driving function of rail transport, to enable Commercial Island and Business Island to be demonstrating areas of western urban update.
本次征集活动拟在全球范围内展开,公开邀请规划及城市类的优秀公司、师事务所、联合体参加。
This invitation is made globally; we publicly invite excellent design companies, designer firms and designer bodies engaging in planning and urban design worldwide.

2、项目名称及范围
2、Project name and scope

(1)项目名称:深圳市宝安中心区碧海片区商业岛、商务岛城市国际咨询
(2)范围:商业岛东西向沿新湖路及轨道交通1号线两侧形成;商务岛南北向沿西乡河展开,东与滨海片区相接。规划范围总用地面积:152.11公顷,其中:
碧海商业岛总用地面积约71.92公顷;碧海商务岛总用地面积约80.19公顷。(详见图)
(1) Project name: International Consultation on Urban Design of Commercial Island and Business Island in Bihai Area, Center Baoan District Shenzhen
(2) Scope: commercial island- east-west direction along two sides of Xinhu Road and No.1 line of Metro; business island-along Xixiang River and connects coastal area to east. The total area under planning: 152.11 ha, of which:
Bihai Commercial Island covers an area of approximately 71.92 hectares; Bihai Business Island covers an area of approximately 80.19 hectares (As the figure).

3、国际咨询目的
3、 Purposes to be realized by international consultation

(1)紧密结合碧海片区城市目标,进一步获取具有高起点、高标准、可操作的城市方案。
(2)通过对《深圳市宝安中心区碧海片区城市》细致深入的研究和解读,深化商业岛及商务岛用地功能、空间形态等,为下一步城市建设及管理提供技术支撑。
(1) Adhere to objectives of urban design in Bihai Area, and further to obtain high end, high level and practical urban design program.
(2) By deep studies and careful analysis on "Urban Design Plan of Bihai Area, Center Baoan District Shenzhen", to improve functions and spaces of Commercial Island and Business Island, and provide technical supports for following city construction and management.

4、国际咨询的任务和主要内容
4、 Missions and contents of international consultation

本次城市应包含三个不同层面的城市内容,分别为:总体控制层面、商业岛及商务岛街区控制层面、重要节点地块控制层面。
Three levels shall be contained in this urban design, namely: firstly overall design, secondly block design in Commercial Island and Business Island, and thirdly block design in important sectors.
总体控制层面
从整个区域的角度解读《深圳市宝安中心区碧海片区城市》,注重规划区与碧海片区、滨海片区及周边地区相互协调性,分析总体布局,结构,交通,betway足球,公共开放空间,大型基础设施等,并重视区域外部界面。
Overall design
To analyze the "Urban Design Plan of Bihai Area, Center Baoan District Shenzhen" from the perspectives of the entire area, pay attentions to coordination between the area under planning and Bihai area, coastal area and surrounding areas, make a good analysis on overall layout, structure, traffic, public open space , large-scale infrastructure, and attach importance to regional exterior design.
商业岛、商务岛街区控制层面
确定商业岛、商务岛未来发展目标,明确街区主要功能、空间形态、用地布局、综合交通组织、绿地betway足球、公共开敞空间、地下空间及实施策略等。
Block design in Commercial Island and Business Island
To determine future development objectives of Commercial Island and Business Island, to identify key functions of the block, space styles, land using, comprehensive traffic organization, green space & landscape, public open space, underground space and strategies used to achieve these objectives.
重要节点地块控制层面
确定重要节点的数量及范围,原则上节点总数应不小于《深圳市宝安中心区碧海片区城市》所确定的数量。并对重点节点区内的主要建/构筑物(群)的造型、Betway体育外部空间尺度及其组合、Betway体育界面及色彩等提出较明确的构想。
Block design in important sectors
To determine quantity and scope of important sectors under design, in principle the sector quantity shall not be less than the quantity stipulated in "Urban Design Plan of Bihai Area, Center Baoan District Shenzhen". Provide clear conceptualizations for shape, exterior size, outlook and color of key building/structure(s) in addition to structural combinations.

5、咨询活动组织方式
5、Organization of this consultation invitation
本咨询活动将分四个阶段:

(1)单位资格预审阶段
主办单位将通过公众媒体发布咨询信息,接受单位的公开报名,有意参加的单位按照公告指定时间、地址提交书面资格预审资料。

This invitation activity will be divided into four stages:
(1) Pre-qualification of designer
The organizer will publish the information through public media and receive applications, the designers who are interested shall submit written pre-qualification information to the stipulated address at the specified time.
采用联合体名义参赛的单位以报名时排在最前面的单位作为主要单位。单位属地以其报名时提供的企业工商注册地址为依据进行确定。
For the designers who submit application as a team, the first one marked in the Designer List shall be deemed as key designer. The designer address shall be deemed as its business registration address when provide applications.
主办单位将本着公平、公正的原则,组织专家小组对报名的单位进行资格预审,根据有意参加咨询的单位的实力、信誉和水平等情况进行比较筛选,选出4-5家左右单位,并在公告指定时间发出正式书面咨询邀请函。
Organizer will establish an expert team for pre-qualification on applicants fairly and impartially, the selection will be made according to capacity, prestige and design level of applicants, then four or five designers (teams) will be selected, and organizer will send letter of invitation at specified time in the notice.
被正式邀请参加咨询的单位在收到咨询邀请函后,如确认参加咨询,应传真递交书面参加咨询确认函。未入选单位恕不另行通知。
If designer confirm to participate in the consultation activity upon letter of invitation is received, the designer shall fax a confirmation sheet. The designer fail to be selected will not receive notice.
(2)城市咨询成果编制阶段
应邀单位在指定日期前来深圳办理报名登记手续,交纳报名保证金,主办单位将向单位提供咨询任务书及相关资料。
(2) Compilation of results of urban design consultation
The invited parties shall register their names in Shenzhen at specified time, and pay application deposits, and then organizer will provide consultation mission statements and relevant information.

报名手续完成后,主办单位将组织单位进行答疑、现场调研。
之后由各受邀请单位进行城市咨询成果编制,并按照指定的时间、地址提交任务书规定之全部咨询成果,每家单位限送报一份咨询成果。
After registration, the organizer will make Q&A and arrange site visit for designers.
The invited designers will carry out compilation of urban design results, and submit all results required by the mission sheet to specified address at specified time, one applicant shall only summit one copy.
未按期提交咨询成果的单位,将视为弃权,且不退还保证金;逾期提交咨询成果的单位也将视为无效,不得参与本次咨询的最终评选,且不退还报名保证金。
The designer who fails to submit in time shall be deemed as abstained, and the deposit will not be returned; the results submitted lately will be deemed as invalid and will not be entered in final selection, and the deposit will not be returned.
(3)城市咨询成果评审阶段
由主办单位邀请的国内外知名规划、专家组成评审委员会。
评审委员会首先将审核单位提供的成果是否符合任务书的技术要求。不符合要求的成果将视为无效成果,主办单位将不支付任何费用,仅退还报名保证金。
(3) Review on results
The designer will establish a Review Committee made up of known planning and design experts home and abroad.
The Review Committee will firstly determine that whether the design results are in line with mission statements, and the failed one will be deemed as invalid, the organizer will not pay any charges, only return the deposit.
评审委员会将评选出一等奖及二等奖方案各1名(如评审委员会认为条件不具备,可空缺),评选产生的一等奖方案为中选方案,中选方案单位将承担城市修改完善和深化的编制工作。若一等奖空缺,则前两名方案进行下一阶段修改完善后再经专家评审,产生中选方案。
The Review Committee will determine one best plan and one secondary plan (vacancy can be allowed if the Review Committee can not find the two), the best plan will be the winner which will be used for further improvement for urban design. If the best plan and secondary plan are vacant, Review Committee will start following stage and review the top 2 plans determined again till winner is found.
(4)方案修改阶段
为确保成果的可操作性,所有参赛单位都应配合主办单位提供后期服务。
如经专家评审未产生一等奖方案,则由前两名方案单位进行修改完善,主办单位将组织专家评审,产生中选方案。
(4) Modification
To ensure the operability of the design results, all participants shall provide cooperation to organizer for afterward services.
If the best plan can not be determined, the top 2 plans shall be modified and improved by designers, the organizer will establish a Review Committee for review till winner is found.
(5)深化阶段
中选方案单位有编制城市深化成果的优先权。
(5) Design improvement
The designer who submits best plan is entitled to prepare improved urban design.

6、咨询费用
6、Charges

(1)报名保证金
确认报名的单位在办理报名相关手续时交纳:
投标保证金:人民币 1万元整,该保证金在招投标交易程序完成后,将按相关请款程序退还给投标单位。

(1) Registration deposit
The applicants shall pay when registration:
Bidding deposit: RMB 10,000 Yuan, the deposit will be returned according to relevant procedures after bidding is completed:

(2) 咨询方案补偿费
成果通过评审委员会技术审核,达到咨询文件要求但未中选的方案,每家将获得补偿费:人民币20万元整。
(2) Compensation
The designer whose design passes technical review of Review Committee, and reaches requirements stipulated in the consultation mission sheet, but failed to be selected is entitled to receive compensation: RMB 200,000 Yuan.
(3)奖金
评审委员会将在充分讨论评议的基础上,通过记名投票评选产生出一等奖,二等奖方案各1名,如评审委员会认为条件不具备时可以空缺。
一等奖奖金人民币30万元整,二等奖奖金人民币15万元整。
(3) Bonus
The Review Committee will determine one First Prize and one Second Prize by fair and sufficient discussion based on disclosed ballot, and the prizes can be vacant if the committee determines none can reach their standards.
Bonus for First Prize: RMB 300,000 Yuan; bonus for second prize: RMB 150,000 Yuan.
(4)后期服务费用
如经专家评审未产生一等奖方案,则前两名方案进行修改完善后再经专家评审,产生中选方案,未中选的方案单位另获方案修改费人民币10万元。
成果编制费:中选方案单位编制城市成果,取费参照国家规定执行,费为人民币150万元。
(4) Afterward service charges
If the plan which can win first prize can not be found after review, the top 2 plans will be improved and perfected by designers for review again by experts till winner is found, the failed one is entitled to receive 100,000 Yuan as improvement charges.
Results compilation charges: the winner will prepare improved urban plan, the design charges shall be in line with national standards, and he will receive RMB 1.5 million Yuan as design charge.
(5)其他费用
所有被邀请单位所获所有费用的税金和咨询过程中发生的一切费用自理。
获邀单位需与主办单位签订相关协议,协议生效后方可按约定支付相关费用。
(5) Other charges
All charges or taxes incurred shall be paid by participants.
The winner shall sign an agreement with organizer, and relevant charges will be paid after agreement is entry in force.

7、资格预审资料要求
7、 Information provided for pre-qualification

有意应征的单位需提供资格预审资料(一式10份),资格预审资料应包括以下内容:
(1)单位简介
(2)单位资质证明(企业法人营业执照复印件、资质证书复印件、法人代表证明书)
(3)单位以往承担同类型项目的业绩资料(应附作品简要介绍及图片)
(4)人员计划(应提供人员组合、主要人员履历。参与单位必须保证人员是咨询单位在册人员,负责人必须由主持过同类型项目,负责人必须直接参与全过程。为了保证项目组对地域背景和相关要求的准确理解,项目组内至少要有一名通晓汉语的华裔人士参加)
The interested designer shall submit the pre-qualification information in 10 copies, including:
(1) Brief Introduction of designer
(2) Qualification proofs of designer (copy of business license, qualifications certificates, and certificate of legal representative)
(3) Information about previous experiences (brief introduction and pictures shall be attached).
(4) Staffing (arrangement of personnel and key designer resumes shall be submitted. The participant must ensure that all designers are registered, the key designer must have the experience of hosting the similar projects and he must be involved in full process. At least one ethnic Chinese member shall be equipped in the team for accurate understanding on geographical background and relevant requirements).
(5)项目建议书至少应包括以下内容:
■ 现状及自然条件研判
■ 规划理念
■ 商业岛、商务岛定位及职能设定
■ 各层面城市初步概念构思
■ 提出规划管理政策初步建议
(5) The proposal shall contain following at least:
■ Analysis on status and natural conditions
■ Planning principles
■ Positioning and functions of commercial island and business island
■ Initial concepts of urban design in different levels
■ Initial proposal on planning and management policies
(6)工作计划书

(7)联系人、联系方式、常设办公地址
有意参加咨询的单位应按公告要求的时间、地址将全部资格预审材料(须盖单位公章及单位法人签字)以书面形式送达或特快专递(有效时间以当地邮戳为准)至主办单位。其中,项目建议书须另行单独密封,同时送达,项目建议书封皮、内页、图片中不得含有能识别有意参加单位的名称、标识等内容。
(7) Contact person, contact means, permanent business address
The interested designers shall send the written prequalification information (shall be stamped and signed by legal representative) to the organizer at the specified time and address stipulated on the notice through delivery or courier. Among them, the proposal should be separately sealed and delivered, any logos or marks showing designers shall be free from cover, inside pages or picture in the proposal.

8、日程安排
8、 Schedule

(1)有意应征单位将全部资格预审资料,于(北京时间,以下皆同)2010年 9 月21 日17:00点之前提交到指定地址。

(2)主办单位将在2010年9月底前向通过资格预审的单位发出书面咨询邀请函。
(3)各获邀参加的机构工作时间为2个月左右,最终成果提交时间以正式发布的咨询文件为准。
(4)主办单位有权根据具体情况改变以上日程,如有改变,另行通知。
(1) The interested designers shall send all pre-qualification information to specified address earlier than 7 o’clock P.M September 21, 2010 (Beijing Time, same in following).
(2) The organizer will send written letter of invitation to designers who pass pre-qualification earlier than the end of September 2010.
(3) The invited designers can work for about 2 hours, the final design results shall be submitted at the time stipulated in official consultation document.
(4) The organizer reserves the right to change the above schedule on some circumstances, and notice will be made.

9、法律诉讼问题
9、Legal issues

(1)参加本次咨询的成果的署名权归应征者所有,主办单位有权无偿使用咨询成果。
(2)参加本次咨询者均被视为承认本文件的所有条款。
(3)本次公告的内容以正式发布的咨询文件为准,主办单位拥有本次公告的最终解释权。
(4)如果本公告条款的中英文文本间存在歧义,以中文文本为准。
(1) The authorship of plan is owned by participant in this consultation, the organizer has the right to free use of consultation results.
(2) Participation in the consultation is deemed as recognition of all the provisions of this document.
(3) The provisions in official consultation document shall prevail, the organizers has the final power of interpretation of this notice.
(4) In case of any ambiguity or discrepancy between the Chinese and English version of this bulletin’s clauses, the Chinese version shall prevail.
